Child Nutrition Programs Application Submission Process

Only schools recognized by SED with an active BEDS code and/or institution ID in the SED Reference File (SEDREF) are eligible to participate in the Child Nutrition Programs. The Child Nutrition Program Office does not have the authority to register schools and/or update BEDS codes. If you are a public school, charter or BOCES, and need to make changes to any of your schools, please refer to the Public School Registration information within the SED Office of Accountability. Organizations within the New York City Area should contact the New York City Department of Education Office of School Food Service at 1-718-707-4371 to inquire about becoming a site.

SFSP regulations require that the State agency use the following priority system in approving applicants to operate sites that propose to serve the same area or the same enrolled children:
(i) Public or nonprofit private school food authorities;
(ii) Public agencies and private nonprofit organizations that have demonstrated successful program performance in a prior year;
(iii) New public agencies; and
(iv) New private nonprofit organization

To file a program discrimination complaint, a Complainant should complete a Form AD-3027, USDA Program Discrimination Complaint Form which can be obtained online at: https://www.usda.gov/sites/default/files/documents/ad-3027.pdf, from any USDA office, by calling (866) 632-9992, or by writing a letter addressed to USDA. The letter must contain the complainant’s name, address, telephone number, and a written description of the alleged discriminatory action in sufficient detail to inform the Assistant Secretary for Civil Rights (ASCR) about the nature and date of an alleged civil rights violation. The completed AD-3027 form or letter must be submitted to USDA by:
